A regular meeting of the Town Board of the Town of Conesus, County of Livingston and the State of New York was held at the Town Hall, 6210 South Livonia Road, Conesus, New York on the 15th day of August 2023.

OTHERS PRESENT:  Ron Maxwell, Code Enforcement Officer; Daniel Marusiak, Highway Superintendent, Residents, Matt Gascon, Livonia Town Board Member, Jason Molino, Livingston County Sewer and Water, and Eric Weis Architect Engineering CPL Team

Supervisor Wester called the meeting to order at 7:00 pm

Councilman Corrigan led the Pledge to the Flag.

PRIVILEGE OF THE FLOOR

Matt Gascon, Livonia Town Board Member, Jason Molino, Livingston County Sewer and Water Authority and Eric Weis, Architect Engineering Planning, CPL Team

  • Introduction of Water for Hemlock Lake and Conesus Residents in higher elevation areas to install pump station and tank.
  • Conesus Residents interested in partnership with Livonia.
  • Grant Project $5 million – due June/July 2024.
  • Decision needed by December 2023.
  • Do we have a public hearing for public input?
  • Petitions, Signed Yes vote, Unsigned No vote. In district vote, Residents decision to form the district.

Supervisor Wester to meet with Mr. Weis and do survey with residents by end September/early October.  Obtain correct survey of areas.  Questions from residents will be cost dependent on funds allocated.

ANNOUNCEMENTS AND COMMUNICATIONS

Special Meeting – Monday, August 28th, 2023 to award Exterior Siding Project to Adam Rogers, ACR Construction Inc.

Highway Report:  Dan Marusiak – Working on Clark Road, mower down, waiting on funding grant, wrapping up for Summer.

Code Enforcement Report:  Ron Maxwell – Engineering firm for MRB – Planning Board to get information.

Town Clerk Report:  Patti Carlson – Issuing hunting licenses, Updating Livingston County Roster.

Assessor Report:  Mike Rados – Back from vacation, going through building permits and processing sales data from the county.  Will soon be sending out exemption renewals.

UPDATES ON KEY ISSUES:

Conesus Lake Association Representative:  Councilman Fama

Veteran Boat Tour scheduled for August 22, 2023.

Flooding Presentation by Watershed Education Center scheduled for August 23, 2023.

Town Board Representative ZBA:  Councilman Corrigan – Meeting was cancelled for July no update.

LivCo. BOS/LCWS/GLOW:  Supervisor Wester – New GLOW director things are going well.

LivCo./Town Planning Board:  Supervisor Wester

Budget process starting September 18, 2023

Replacing signs and lighting.  Public hearing on Subdivisions.

 

Unfinished Business:  Subject to change:  2023 Continued Projects Status Reports/Strategic – 8:15 pm

Highway Facility Repairs APPA Funds – Marusiak/Wester –  Contract signed, getting specifications together, get MRB involved.  Timeline at this time is unknown

Resident Charlie Dickerson – Thanked Rick McGrain and Ron Maxwell, Code Enforcement Officers for working on the issue(s) with property owner regarding campground/air b&b – not meeting Conesus zoning laws.

AUDIT OF H IGHWAY FUND CLAIMS

On a motion of Councilman Fama and seconded by Councilman Sparks the following resolution was

ADOPTED                Ayes                4          Fama, Sparks, Wester, Corrigan

Nays                0

Resolved that Highway Fund Vouchers as set forth in Abstract No. 113 of 2023 in the amount of $20,098.21 are approved.

Resolved that General Fund and Highway are approved

With no further business, on a motion of Councilman Fama and seconded by

Councilman Sparks, the meeting was adjourned at 8:40PM. Carried unanimously.
